It’s not racist, you can tell by the facial expressions that’s he meant to call ember “hot” as in attractive, she didn’t mean it as a racist remark, the uncle at one point said “you speak good English” which WAS racist, but he got kicked for it, ember was just raised to hate water elementals that’s why she’s uncomfortable
